I have the honour to transmit for your informa-

-tion the enclosed copy of the "Outlook", a paper published in this

ultime

Colony of date 24th. instant, and to invite your attention to a letter reproduced from the "Chine. Press" Shanghai, on the subject of the Opium Trade.

I have taken no action in regard to the matter

as I was of opinion that no useful end would be served in this Colony by taking notice of the letter in question.

The "China Outlook" is subsidised by the Canton Government and was instituted with the object of instructing European opinion in this Colony in the Chinese point of view of questions affecting China.

In the Autumn of last year it published a

series of articles against His Majesty's Consul-General at Canton, which were in some respects libellous. At that time I instructed the Registrar-General to remonstrate with the Editor, a young Chinese educated in America, and I have no further cause for com- -plaint in that direction.

I have sent copy of this Despatch to His

Majesty's Minister at Peking.
